Though you’re correct — there are times when an intentional walk is less awful, and –3 in a tie game is indeed one of them. I’d go so far as to say that, if there’s one out and the dude at the plate isn’t an utterly hopeless hitter, an intentional walk is actually a substantially good play — the additional baserunner is meaningless from a scoring perspective, and allows a groundball up the middle to end the inning instead of winning the game.
